四川输气站场风险评价研究 被引量:27

摘要 输气站场风险评价技术是一门新型的站场管理技术。随着川渝地区经济的发展,天然气输气管网日趋复杂化,气体流量、流向都有了不同程度的变化,输气站场的工艺流程及设备也随之变化,但许多站场的整改方案却缺乏前瞻性综合分析和理论依据,导致部分输气站场频繁整改,造成了很大浪费。为此,通过对四川输气站场风险评价方法的研究,将风险管理理论引入输气站场的生产管理中。根据管道风险管理理论的思想,依据有关天然气站场设计、施工验收及消防安全环保等方面的国家标准和行业标准,结合输气站场自身设备种类多、工艺复杂、相对独立等特点从而提出了一种主观性的评分系统,建立了一套输气站场风险评价理论体系。据此为管理者提出现场改、扩建合理化建议,指导其投资方向,将站场整改从被动的事后维护转向主动的事前预防,以改善输气站场性能并减少事故的发生率。 Risk evaluation of gas transmission stations is a new technology of station management. As the e-conomy advances in Sichuan and Chongqing areas, the gas transmission system becomes complicated more and more. The gas flowing rates and directions have changed at different degrees. The process flow sheets and devices in the gas transmission stations have to change either. Some stations arc re-built frequently since the re-building programs lack the integrated analysis and theoretical ground with foresight, which causes big waste. With study of risk evaluation methods for the gas transmission stations in Sichuan, the risk management theory is introduced into the operating management of gas transmission stations. Based on the theory of pipeline risk management, according to the state standards and industrial standards on the design,construction,acceptation, fire control, safety, and environment, etc. , considering the characteristics of many kinds of devices, complex workmanship,and relative independence,etc. ,a subjective scoring system is proposed, and a set of theoretical system for the risk evaluation of gas transmission stations is developed. That is the ground of reasonable suggestions for re-building or expanding the stations, and guiding the investment direc-tion. So,the station reform regains the initiative to improve the performance of the gas transmission stations and decrease the accident rate.
