建立四川石油管理局"钻井管理战略"探讨

DISCUSSION ON MAKING " DRILLING MAN-AGEMENT STRATEGY" FOR SPA

文章从研究减少钻井事故和复杂情况、提高钻井速度出发,引入了对钻井事故和复杂情况实施综合治理这一新理念,即采取既治标又治本的办法--建立"钻井管理战略"。分析了建立"钻井管理战略"的基本思路和主要特征。通过剖析当前钻井管理存在的诸多困难和问题,针对四川石油管理局的现实状况和特殊性,指出了建立"钻井管理战略"的重要性和紧迫性,提出了"钻井管理战略"的内容框架,推出了"钻井管理战略"模型和新的钻井生产管理指挥模式图。

To reduce the drilling accidents and the complex level, increase drilling speed, a new idea is introduced for integrative treatment of drilling accidents and complex situations. The method of making 'Drilling Management Strategy' is proposed for both temporary and permanent solution. The basic thought and major features of making 'Drilling Management Strategy' are analyzed. With anal ysis of many difficulties and problems in resent drilling management, aiming to the existing situations and specialty of Sichuan Petroleum Administration (SPA), it is pointed out the importance and urgency of making 'Drilling Management Strategy'. The content frame of 'Drilling Management Strategy' is set up. Also, the model of 'Drilling Management Strategy' and the normal chart of drilling operation commanding are developed.
