摘要
针对规划环境影响评价的特点 ,建立了基于不确定性多目标的规划环境影响评价模型 .并以沈阳市浑南新区发展规划的环境影响评价为例 ,对新区规划中的产业结构调整、污染物排放、资源利用、污水处理厂扩展等方面进行分析、优化 。
An effective and efficient model for Strategic Environmental Assessmen t (SEA) was introduced in this paper. As SEA's earlier assessment stage and high -level assessment object analyzed, SEA is characterized by uncertainty and mult i -objective. The interval parameters were adopted to account for the uncertainti e s inherent in the SEA's process and the multi-objective programming used to ref l ect the multiple interests from different stakeholders. The newly developed inex act multi-objective programming on regional economic-environmental system (IMO PR EES) model was then employed to assess the regional development strategy for Hun nan New Zone in Shenyang City, China. Through interactive interpretations of mod el solutions, analysis of industrial structure, utilization of resources and exp ansion of the waste water treatment plants were undertaken for justifying and ev aluating the development plan. The study results indicate that the IMOPREES mode l is feasible and practical for the comprehensive environmental assessment of de velopment plan.
