经济体制改革和政治体制改革使我国进入一个复杂的社会转型时期,在这一过程中,出现了大量的社会弱势群体。分析了现行社会弱势群体产生的必然性以及原因,进而提出了当前扶助弱势群体应采取的主要对策。

The economic structural reform and political structural reform make our country enter a complicated social transformation period, and in this course a large number of social inferior groups occur. This paper analyzes the necessity and genesis of the occurrence of the existing social inferior groups, and further puts forward some main measures for helping the inferior groups at present.
