On the Construction Cost in the Competitive Bidding

在工程的招投标中,工程的真实造价是招投标双方意在必得的,但因影响因素太多,总是无法掌握工程的真实造价。以往采用的最低价中标不利于找到工程的真实造价,而在招投标中采用均价法所产生的标底比较接近工程的真实造价。

In engineering's competitive bidding, both sides of the competitive bidding want to obtain the actual construction cost, however because of too many influencing factors, they can't master the actual cost of the engineering. The method of wining the bidding with the lowest price adopted in the past is unhelpful to find the actual cost of the engineering, and the base number of a tender produced by using the method of mean price adopted in the competitive bidding is closer to the actual cost of the engineering.
