摘要
近年来，随着来沪外国人的逐年增多，上海涉外案(事)件的总量呈上升趋势。目前，由于法律法规还不够完善，工作机制还不够健全，民警的专业知识还不能够完全适应涉外工作的需要，因此出现了一些新情况、新问题。我们必须加快工作规范建设，完善境外人员社区化管理模式，加强情报信息网络建设，强化对基层民警的教育培训工作，同时加大防范宣传的力度。
With the development of international communion and opening, the quantity of foreigner case has been increased quickly. During the course of treatment about foreigner case, it has taken on some new instances and questions because of imperfect law and inadequate knowledge for police. In order to adapt new situation, we must emend and perfect the law, the regulation and the system of treatment about foreigner case. At the same time, we should accurately grasp the education for police and increase the degree of countermeasures and publicity.
