摘要
立法助理制度是随着近代各国立法工作专门化和立法机关职能不断强化而发展起来的、协助立法机关工作的一项制度。从美国立法助理制度的产生及其演变过程,我们可以看出立法助理制度在现代立法实践中的意义。我国的立法助理制度虽已有初步尝试,但离规范化、法律化和制度化相差甚远。为提高立法的规范性和科学性,我们有必要借鉴美国等国家的有益经验,逐步建立符合我国实际的立法助理制度。
The legislation assistant system has developed with the specialization of legislation action and strengthing the function of legislation body that has been intensified constantly in modern countries.We can recognize the value of this system from the process of its production and evolution in American.The system has been established in our country,but still not become more standardize and perfect so far.It is necessary to draw on the good experience from American and other countries,then establish a legislation assistant system that accord with Chinese practice.
