Water Transfer and Migration:Another Perspective of Proper Allocation of Population and Water Resource

用工程性措施跨流域调水和促进人口迁移流动 ,是实现水资源与人口分布不均衡的两种不同思路。单纯的调水思路往往不仅不易解决水资源短缺问题 ,反而可能使水资源短缺的情况进一步恶化。人口的流动和迁移是调配水资源布局的一个有力杠杆。远距离跨流域的调水工程 ,需要建立有效的水权制度 ,形成水资源交易市场 ,完善利益分配机制 ,建立合理的调水工程营运管理体制。

There are two ways to re_distribute the allocation of water and population:water transfer between different river basins and migration.However,some water transfer civil projects often result in worse situation of water shortage than before,and population mobility is a very useful leverage to properly re_distribute water resource and population. For the long distance water transfer projects,it is necessary to build effective water property system,trade market,benefits allocation mechanism and project management system.
