摘要
中国外汇储备持续快速的增长带来了许多新问题和新挑战,我国外汇储备管理体制必须作出相应调整。改革的关键是要建立外汇储备管理的新思维,要从观念上纠正五个重要的认识误区,并在储备功能分层管理、相关法制建设、运用市场化手段进行资产配置等三个方面推进中国外汇储备综合管理水平的全面提升。
The sharp growing foreign exchange reserve has brought about new problems and challenges to the authority concerned, and the paper holds that to cope with the problems and challenges neo-management conception should be advanced. The three strategies suggested by the author include functional segmentation, legalized management and market-oriented operation.
