社会稳定是社会正常运行与发展的基础和条件。在全面建设小康社会的历史新时期,能否保持社会稳定,如何维护社会稳定,怎样发展社会稳定,不仅关系到共产党执政地位的巩固,而且是经济、社会全面、协调、可持续发展的需要,同时也涉及亿万人民群众生活质量的稳步提高。因此,研究和重视新时期社会稳定的本质、地位和作用,探索如何保障社会稳定,具有重大的理论和现实意义。

Social stability is the foundation and conditions for functioning and development of society normally. Can or not keep social stability, how to maintain social stability, and how to develop social stability, not only which have a close relations with consolidating the position of Chinese Communist Party in power, but also which are an urgent need to develop society and economy in a complete, harmonious and sustained condition, moreover, which involve rising the living quality of the people in the new period which has been constructing a comparatively well-off society in an all - round way. So, It is a vital important theory and practice sense for us to study on the nature, position and function of social stability and probe into the way to protect social stability in the new period.
