Operating Mechanisms of Contingency Handling Crisis-issues in Public Security Area

运行机制是公共安全危机事件应急管理的重要组成部分,包括协调机制、指挥机制与预案启动机制三个部分。协调有别于协作,建立协调机制的必要性在于保证各应急组织之间良好的互动关系,而协调机制的实施需要建立相应的协调机构。协调与指挥有区别,但也有密切联系,协调过程存在指挥,指挥过程也存在协调。应急预案的启动机制应遵循自下而上、分级管理、分级反应的原则。
