流动人口的存在是社会的进步,是实现现代化不可缺少的重要条件,同时也带来许多新的社会问题,犯罪问题是其重要的问题之一。流动人口中的犯罪现象,是客观存在,也是影响现代化实现的因素。流动人口犯罪有其特殊的社会成因,经济原因是核心,亦即他们与市场经济的适应能力或程度,以及市场经济为他们提供的参与环境与范围。为此,市场经济运行过程中,出现了许多特殊的犯罪形式,也为公安工作特别是侦查工作提出了新的研究课题。

This fact which transient population exists in society, shows social progress, is a necessary condition for realizing modernization, brings about many new social issues as well. Transient population crime is a vital factor effecting modernization process. In some causes resulting in transient population crime, such as social factor and economic factor, in which economic factor is a vital factor. Because transient population can not adapt themselves completely to circumstance and scale of market economy. So, there are many particular crimes in the process of market economy. This is a new research program for the work of public security, particularly for investigative work.
