On Scientific Connotation of Party's Governing Ability

党的执政能力,就是指执政党掌握和运用国家政权,遵循政党执政规律,领导、管理国家事务的本领和水平。要突出提高"五种能力",要划清党的领导与执政的界限,要把党的执政能力建设贯穿于党的思想、组织、作风和制度建设之中。

The party's governing ability refers to the ability of ruling parties to exercise state power,to follow the ruling law,and to supervise and manage national affairs. There is a increasing urgency to strengthen 'five abilities' ,to draw distinction between party's leadership and governing,and to apply the construction of party's governing ability to the construction of party's ideology,organization,style of work and system.
