加入WTO后中国教育的生存环境与发展抉择

Joining WTO: Environmental and Developmental Choice of Chinese Education

加入WTO以后,中国教育将面临来自国际和国内两个方面的挑战:一是根据世贸组织规则和国际通行惯例行事,二是从计划经济向市场经济转变。由此,中国教育也面临着新的生存和竞争环境,具体表现在内部和外部两个方面。由此促动并昭示出中国教育未来的发展抉择:1.开展教育科研,加强热点和难点问题的对策研究;2.更新思想,转变观念;3.加快教育立法,完善法规体系;4.扩大教育市场开放,推进教育的国际交流;5.改革管理体制,转变政府职能;6.调整专业结构,培养新型人才。

After china joining WTO,Chinese education is faced with two challenges both from abroad and home:one is to act in accordance with the rules of WTO and international general rules;the other is to turn from planned economy to market economy.Thus,Chinese education is faced with rigorous living and competition environment,which includes domestic aspect and abroad aspect.On the basis of above analysis,the paper gives some recommendations on future developmental choice of Chinese education:to develop educational scientific research and strengthen researches on countermeasures of difficult and warmlydiscussed problems;to develop new ideas and concepts(concept of globe, concept of business,concept of service,concept of development);to speed up educational legislation and perfect the system of laws and regulations;to broaden the openingup of educational market and enforce international communication of education;to reform the administrative system and governmental function;to readjust the construction of majors and cultivate newtyped talents.
