随着我国法制建设的不断完善,有关人权保障的问题日益受到关注。公安机关作为重要的侦查部门,其活动直接与公民的权利密切相连,在实际操作中的侦查立案也很容易造成对人权的侵犯。从立案的性质、立案规范的不足对人权容易造成侵犯着眼,怎样把握立案的条件,在实际操作中切实保障公民的人权具有十分重要的意义。

With gradual perfection of the legality construction in China, some problems about protection of human rights have aroused general concern. As important departments of investigation, the activities of public security organs are closely related to citizens' rights, but in practice, public security organs' activities of investigation and placing a case on file are likely to infringe on human rights. Therefore, it's of great significance to probe into the nature of placing a case on file, the deficient stipulations, conditions of placing a case on file and ways to protect the human rights of citizens consciously.
