同其他文化一样,安全文化亦有着无形和有形两个层面:无形安全文化层面包括意识、观念、理论等;有形安全文化层面包括产品、技术、设施等.无论有形和无形的安全文化,作为一种文明都围绕着一个主体--人而展开.

The history of social development of mankind is a history of de- velopment of humanity.The development of humanity is a devel- opment of the culture of humanity.Due to the imbalance of socio- economic development,people in reality have extremely different ideas about,and assume very different attitudes towards,“man”. We should always maintain the following understanding:every human being is a natural existence,while at the same time,he/ she is also a special existence.Man is an undertaker of the bio- logical form of the motion of matter and also an undertaker of the social form of the motion of matter.The root of man is Man.Man is the highest nature of man,rather than anything else.Based only on such understanding will we be able to believe that the world will certainly come in which man will always be an end rather than a means.
