针对独山子石化热电联产,又执行分时电价从新疆电网购电的特点,提出了依据分时电价和基本电价导出的外购电量原则。由经济学理论导出了按供电边际成本进行发电与购电的经济运行方案。

Obtained the theory of executing the economic operating program from power gederating and electric purchasing according to the electric supply side field cost.
