以人为本是科学发展观的核心价值,它的丰富内容是在深刻反思和总结当代世界,尤其是当代中国所面临的“类发展困境”中提出来的,具有很强的现实针对性。坚持以人为本,是马克思主义社会发展观的必然逻辑,是建设社会主义和实现共产主义、巩固共产党执政地位的必然要求,也契合当今的时代潮流和当代中国的现实国情。在发展中贯彻落实以人为本的思想,就必须以人民群众的根本利益为出发点和落脚点,全面实施人才强国战略,坚持和树立正确的政绩观,并强化制度化建设和执法力度。
