信息技术资源外包是企业将信息系统或信息功能整体或部分地移交给外部的服务商来完成。信息技术资源外包的原因是多元的,企业追求目标不同,外包动因也不同。企业信息技术外包也会产生相应的风险,其中最基本风险为控制缺失风险。

In its strictest sense of the word, outsourcing refers to the transfer, partially or totally of assets from a user to a supplier, the supplier taking over the responsibility for the outsourcing activity or function. An alternative approach relates to the process of retaining ownership of assets but relinquishing day-to-day operation of facilities to an outside organization that provides a contracted service at an agreed cost. A compilation from this paper suggests that the spectrum goes from finance, strategic to political reasons. Till now, risks inherent in IT outsourcing are discussed in both academic and professional literature without a clear conceptual definition of what they are.
