日本政府在明治维新以后的百年历史中,一直不希望有一个强大的中国,并处处寻找机会削弱、侵略中国。辛亥革命时期,日本政府就曾实施过一个以谋求"两个中国"为核心的谋略,即将中国分成南北两个都同日本保持密切联系的国家,从而为日本将来实施第二步计划即全面吞并中国作准备。

During several hundred years history of Minzhi Political Reforms, Japan didn't want a strong China beside him, so he tried his best to find chances to weaken and invade China. During the Bourgeois Democratic Revolution of 1911, the Japanese government carried out the 'two-China' strategy and tried to divide China into two parts, South and North, which are both closely connected with Japan. His next step was to annex the whole China.
