An Exploration into the Advisory Jurisdiction of the International Justice Court

咨询管辖权是国际法院的两大管辖权之一。国际法院通过对重大法律问题提出咨询意见,既促进了争端的解决,又促进了国际法的发展。为了进一步发挥国际法院的咨询管辖权,在综合不同改革建议的基础上,认为授予联合国秘书长咨询请求权是扩大国际法咨询管辖权的最佳选择。

The advisory jurisdiction is one of the two jurisdictions of the International Justice Court. The International Justice Court not only helps to the solve the argument but also prompts the development of the International Law by putting forward advisory views relevant to something important in law. In order to take a further function at the advisory jurisdiction of the International Justice Court, on the basis of the different suggestions, it is considered the best choice to broaden the advisory jurisdiction of the International Justice Court that the Secretary General of the United Nations should be given more rights about the advisory enrollment.
