日本是世界上经济赶超先进国家最成功的一个范例,人力资本积累在其经济追赶中发挥了积极的驱动作用。人力资本积累在现代化过程中发挥了主要的作用,这也是日本现代化过程的最显著特征之一。深化教育体制改革,为充分发挥人力资本的经济效能创造制度环境;普及国民基础教育,提高劳动力人口的整体科技文化素质;增加人力资本投资,把人才培养列入国民收入倍增计划等使战后日本人力资本在经济追赶中发挥了极为关键的驱动作用。日本成功经验值得我国借鉴。

Human resource accumulation has exerted an active motive force in the economic acceleration of Japan which is one of the most successful examples of catching up with the advanced countries economically. As one of the most outstanding characteristics of Japan’s modernization process, human resource accumulation has played a major role in the process of modernization. Furthering the reform of educational system, creation of favorable conditions for maximizing the economic efficiency of human resource, popularization of national basic education, increase of investment in human resource accumulation, addition of talent nurturing to program for doubling national income, etc., all these have exerted a very important motive force in Japan’s catching up economically with the advanced countries in the West after the war. Japan’s successful experience in this field is worth our learning from.
