Economic Factors for State Interference and Their Connection with Competitive Power

良好的国家经济环境与合理的制度安排是一国获得竞争优势的关键。虽然政府在创造和保持国家优势上扮演着重要角色,但它的效果是不确定的和片面的。一个产业如果缺乏基本的、具有竞争优势的环境,政策再好也是枉然。政府并不能控制国家竞争优势,它所能做的就是通过微妙的、观念的政策影响竞争优势。

The key for a nation to acquiring competitive edge is establishing a favorable economic environment and reasonable systems. Though government plays a major role in creating and maintaining national advantages, its function is uncertain and sometimes partial. Without a basic favorable environment for competitive edge, an industry can not achieve sustainable development even with good policies. As a matter of fact, a government can not control its national competitive edge, all it can do is influence competitive edge through subtle and conceptual policies.
