An Interpretation of "Stability" on the Principle of Law

稳定是秩序的基本特征和构成要素之一,法律的价值体系是一个开放系统,稳定应当从秩序中独立出来,与秩序一样成为法律的一个价值,而且是一个基础价值。稳定压倒一切不能绝对化理解,它是有条件有范围的,是一个相对真理。实现法律稳定价值必须创造一系列条件。

Stability is one of the primary characteristics and fundamental element of order. Since the legal system of value is an open one, stability should be seperated from order to function as basic value of law. The interpritation of 'Stability is everything' cannot be practiced in an absolute way, because it is a relative truth, and can only be interpreted in certain fields and under certain condations. Sound circumstances should be established to achieve legal value of stability.
