摘要
社会保障是汉代仁政的一个重要组成部分。汉代的社会保障制度注重家庭养老、宗族互助、济贫救灾，其特征是强调富民，增强家庭自保能力，强调以家庭为基础的自保公助。虽然汉代的社会保障制度并不能完全实行，但其中的合理因素是值得弘扬的。
Social security was an important component part of benevolent policy in the Han Dynasty. The Social Security System in the Han Dynasty laid stress on provision for the family aged, mutual help of clanmen, relieving the poor and disasters. Its properties include laying emphasis on enriching people, strengthening the family protection ability and underlining self-security and public support on a household basis. Such a system had not been completely carried out in the Han Dynasty, but the reasonable elements in it are worthy to be carried forward.
