摘要
随着信息技术的发展，人类社会信息化和对信息依赖程度不断加深，信息已成为关系到国家生存和发展的重要战略性资源。作为当今世界唯一超级大国的美国，为了实现其全球战略，特别重视信息技术的研究和应用，以保持在信息领域的优势地位，并把信息优势转化为政治、经济和军事优势，提出了信息威慑理论，全力加强美军数字化建设，企图利用信息优势夺取未来国际斗争的胜利。
With the development of the information technology (IT), the informercials of the human society and the growing dependence upon the IT, information has become an important strategic resource related to the existence and development of a nation. As the sole superpower in the current world, the US, in order to realize its global strategy, pays special attention to the research and application of the IT so as to maintain its superior status in the information field, moreover, tries to turn this information superiority into political, economic and military superiority. The US has put forward the theory of information deterrent, and is strengthening the digital construction of the US forces to secure the victory in the future wars.
