摘要
本文首先论述了治理和善治概念的兴起及意义,认为中国历次的行政改革中孕育着中国走向善治的萌芽。然后考察了公开选拔政策的背景、原则、程序以及意义等,认为这一政策能够为中国走向善治奠定人力资本基础。最后指出了这一政策存在的问题以及对将来的展望。
