经过二十年的改革开放 ,伴随着我国社会主义市场经济的建立和逐步完善 ,我国劳动者队伍和工人阶级状况发生了历史性的重大变化。党只有扩大阶级基础和群众基础 ,才能始终作为工人阶级和中华民族的先锋队。因此必须从客观事实出发 ,与时俱进 ,吸收新鲜血液 ,壮大执政党的队伍。

After twenty years of opening-up and reform and together with the establishment and gradual perfection of our socialist market economy, the condition of laborer ranks and the working class in our country has undergone historical significant changes. The Party can be the vanguard of the working class and the vanguard of the Chinese nation only by expanding class basis and mass basis. Therefore, we should proceed from objective facts, gradually absorb new blood and strengthen the forces of the Party as being the Party in Power.
