WTO与行政组织法的改革

入世将对我国行政法产生全面而深刻的影响 ,行政组织法也不例外。WTO精神以及我国入世的承诺对行政组织法有许多直接的要求 ,需要重新对政府予以定位 ,也需要重新界定政府的权力。另外加入WTO本身还将间接对行政组织法产生影响 ,如国外管理理念和行政组织形态的传入等。我国目前的行政组织法极不健全 ,需要全方位改革。

Access to WTO will impose all-around and great influence on the Administrative Law of China. The Administrative Organic Law is not an exception. The spirits of WTO and the promises that China made for its access to WTO impose a lot of direct requirements on the Administrative Organic Law. Government as well as governmental powers should be redefined. Besides, The access to WTO itself will indirectly influence the Administrative Organic Law, including the introduction of foreign management concepts and administrative organic modality, etc. The existing Administrative Organic Law has deficiencies and needs to be reformed completely.
