摘要
1921年的辛酉大旱给民国前期湖南社会造成了极大伤害,同时也引起了湖南荒政的根本性变革.在赈济旱灾过程中,官赈力弱,影响甚微;义赈异军突起,成为荒政的主力,并全面推动湖南荒政由传统向近代嬗变.
The XinYou Drought(1921) caused extreme damages to Hunan society in Early Minguo, and also stirred up fundamental changes in Hunan relief affairs. In the course of relief, the government relief made little achievement while the community relief became the main force and wholly propelled the Hunan relief forward from tradition to modernization.
