Set Up A Cultural Environment For The Development Of The Western Part

目前 ,西部开发已成为国内外注目的焦点 ,在党中央的部署下 ,西部开发正在得到全国人民的支持 ,向纵深发展着。文章认为 ,西部开发战略的实施给西部人民带来了机遇 ,但有了机遇并不等于经济就能发展起来。尤其值得注意地是 ,开发西部必须发挥西部人自身的能动性 ,在加快经济建设的同时 ,要加快文化建设 ,要营建西部开发的文化氛围。

The execution of the strategy of the development,in spite of bringing the opportunity to the western part,has to need the activity of the western people to be put into pratice.Therefore,at the progress of quickening economic development,the cultural environment should be set up for the western part.
