周宁贫困县脱贫系统分析的理论与实践

THEORY AND PRACTICE OF SYSTEMS APPROACH FOR ERADICATING POVERTY IN ZHOUNING COUNTY, FUJIAN PROVINCE, P.R.C

在科技扶贫的实践中,通过拟订发展规划、项目开发系统分析及技术开发咨询等,提出了关于“脱贫工程”的一些新论点和新的做法,并取得了实效。为贫困地区脱贫提供了一条科学途径。文中同时介绍了有关DLP(动态线性规划)及决策分析支持系统DASSEK(Decision Analysis Support System with Expert's Knowledge)的新技术应用情况,以及如何进行贫困县建设项目的可行性研究。

In the practice of helping the Zhouning County in eradicating poverty, new points of view and new practice had been put forward, through planning of economic development, systems analysis of constructing projects and technical consultation. Beneficial results were achieved and a scientific way on eradicating powerty was developed.The application of new technic on DLP(Dynamic Linear Programming) and DASSEK (Decision Analysis Support System with Expert's Knowledge) and also the method of making feasibility studies on constructing projects in a county in poverty were discussed in this paper.
