Program for Sports Reform and Development in 2001-2010 points out:'P.E colleges and institutes need establishing the base of teaching, research and training in name and in fact.'In new era, original institutes directly under the SGAC should be oriented to cultivate sports reserved personnel with higher level; educate sports particular talent; main field of science and technology flourishing sports; new base of teaching, research and training.
