本文从分析我国现行外汇管理制度出发 ,指出现行的不完善的外汇储备形成机制和僵硬的汇率制度是造成我国外汇储备脆弱性的真正原因 ,它在规模上不仅要满足国际收支平衡的需要 ,还要满足外汇管理体制进一步改革的需要。最后提出了在发挥其基本职能的基础上最大程度地降低外汇储备规模要求的五种途径。

The article bases on the analysis of the actual foreign exchange management system,pointing out that it is the actual imperfect mechanism of foreign exchange reserve formation and the stiff foreign exchange rate system that cause Chinese foreign exchange reserve frailty.Not only does the scale of chinese foreign exchange reserve should meet the demand of balance of payment but also the demand of foreign exchange management system's following innovation.Finally,the article raises 5 approaches that abase the demand of foreign exchange reserve scale on the basis of taking advantage of its utilization.
