摘要
加快小城镇建设是一个大战略 ,如何实施这个大战略是摆在各级政府面前的十分重要的问题。文章认为 ,推进小城镇战略是一项复杂的系统工程 ,实施小城镇战略必须应用系统方法。
The article argues that accelerating the development of small-towns has become a great strategy,which is a complex system programme.Therefore, the system method is needed to implement the strategy.
