试论中国城市化的战略问题

Strategies about Chinese Urbanization

本文在综合分析前人提出的各种有关我国城市化战略和确定我国城市化战略的国情特征的基础上,提出了中国的城市化战略:在不断深化改革的前提下,根据各地区的实际情况,从整个国民经济发展和生产力布局的要求出发,因地制宜,逐步建立起一个等级规模较为协调、职能分工合理、空间分布适当的相互配合、相互补充的城镇体系.并以中心城市为依托,将全国划分为七个一级经济区,着重从城市等级规模的角度,分析各区城市发展的重点.

This article begins with a comprehensive analysis of the various strategies about Chinese urbanization and makes a tuorough investigation of Cnina's national conditions and features concerning the urbanization. On the basis of these analysis and studies, the author advances his own urbanization perspctive, which attaches great importance to an urban system with proper size, reasonably—distributed functions of various kinds, and wiselyplaned urban space. This system must be established in accordance whih the actual conditions of different areas, must satisfy the demands of the national economic development and must suit the distribution of the productive fores. According to the author, the whole country should be divided into seven large economic zones with key cities as their bases. This article makes studies of the each zone' strategic superiority of urbanization especially from the angle of its size and scope.
