摘要电网的安全运行是确保供电可靠性的基础。随着社会的不断发展，人民生活水平的不断提高，社会生产和社会生产的各个方面对电的依赖越来越强，对电能质量的要求也越来越高。调度作为电网安全、稳定、经济运行的指挥中心，面对新形势提出的越来越高的要求，肩负的安全责任亦越来越重。
