略论依法自主办学与高等学校新型管理机制构建

On Running School according to Law and the Setup of the New Administration Mechanism of Higher Education

《高等教育法》关于“高等学校面向社会 ,依法自主办学”的规定确立了高等学校管理体制改革的大思路。加速构建与高等学校依法自主办学相适应的政府宏观管理、学校自主运行和市场有序竞争三者有机结合的机制 ,是目前高等学校管理体制改革的当务之急。其核心环节是建立学校内部党委领导、校长负责。

Opening to the society, autonomous running of school according to law” prescribed by “Higher Education Law' set the general direction for the reform of administration system in colleges and universities. It was urgent that the reform of higher education system be carried out by establishing a corresponding administration mechanism, integrated with macro-governmental control and orderly market competition. The key link was to establish a legal-person administration pattern of directing by internal party committee of a school, school president in charge and democratic administration by the teaching staff, and to establish a system centering around rules and regulations.
