摘要
目前,国家公务人员的工资水平偏低,适度提高其工资,实行“高薪养廉”确有必要。但由于其只是政府出台的一种政策性规定,归根结底还是要本已不富裕的地方财政来支付,因而,地方政府同时必须裁冗增效,并加强反腐败的制度化建设。不过,这并不能彻底预防职务犯罪。事实上,高薪养廉的实质应是建立正确的义利观,只有让已嬗变的公共权力回归本位,并进行合理配置和互相制约,才能做到真正意义上的预防职务犯罪。
At present the salary level of goverment officials is low,so it is very necessary to increase the salary moderately and carry out the 'Higher salary,more rightess'police.But,because it is only a stipulation by the central goverment,the salary,in the final analysis,is paid by the local goverments wbich are not really well off at all,and at the same time,the local boverment must cut down the superfwous members for more efficiency and strenghthen the construction of the anti-corruption institution.This,however,cannot prevent post crime completely.In fact,the essence of 'Higher salary,more rightess'is to establish right value of duty and right.Only by returning the transmutated public authority to corresponding unit and disposing the authorities rationally and restrict one another,can the prevention of post crime be really well done.
