治安灾害事故是否包括犯罪分子故意制造的火灾、爆炸、投毒等灾祸,一直是界定这个概念的焦点。从理论研究与实际工作的需要出发,通过分析探讨,得出的结论是:治安灾害事故应包含犯罪分子故意制造的灾祸。

The focal point to bound the conception of public security disaster accident is that whether or not it includes conflagration, explosion,and poison which are made by criminals on purpose. From the theoratical research and practice points of view and through analysis, we can make the conclusion: Public security disaster accident should include disasters which are made by criminals on purpose.
