My View on Building up the Ranks-and-Files in the New Stage

公安机关的性质和新的形势与任务迫切要求加强公安队伍建设。其基本途径是:政治立警;科教兴警;改革强警;依法治警;勤俭建警;从优待警。

Building up the ranks-and-files is urgently required according to the characteristic of public security organs and the new situation. Its basic ways are: setting up the police forces by politics, encouraging the police forces by science and technology, strengthening the police forces by reform, controling the police forces by law and building up the police forces through thrift and hard work.
