“德治”与“法治”的辩证关系

Dialectic Relationship between "Govern by Law" and "Govern by Moral

要充分发挥德治与法治这两种调控手段在治国安邦中的重要作用 ,使之相互渗透、功能互补 ,必须努力做到道德法制化和法律道德化。一方面 ,要把道德义务按照立法程序转化为法律义务 ,赋予道德基本要求以国家的强制力 ;另一方面 ,法律要始终以道德信念、道德教化为基础 。

It is very important to legalize morality and moralize laws ,and make these two compensate for each other so as to realize the functions of the two mechanism of both 'govern by law' and 'govern by moral'.On the one hand ,moral obligations should be turned into legal obligations through legislations,giving morals forceful power from the country;on the other hand,laws should always be based on moral belief and indoctrination,trying to make moral obligations united with legal obligations.
