On How to Be First in Command

要当好一个单位、一个部门的一把手 ,必须具备相应的良好的能力和素质修养 ,这种修养主要包括以下几个方面 :开拓创新意识和前瞻性思维 ;敏锐的政治眼光和较高的政策理论水平 ;集中主要精力谋全局、抓大事 ;通晓授权的理论和艺术 ;强化以非权力影响力感染影响下属提高领导效能的意识 ;把握好用权的度———掌权不揽权 。

In order to be First in command of a unit or of a department ,one should be qualified with good abilities and accomplishments ,which mainly include the following :creative consciousness and advanced thinking;keen political insight and better understanding of policy and theory;focus on overall situations and major events;well versed in empowered theory and art ;enhance the awarenss of subordinates to improve leadership effectiveness through non-power influence and grasp the proper limits of jurisdiction--do not arrogate power to oneself while in power and don't act arbitrarily.
