摘要
在市场经济体制下 ,人力资源的流动是实现优化配置的中枢环节。人力资源流动在民族地区表现为“双逆向流动” ,这种流动所产生的“虹吸现象” ,降低了民族地区人力资源的总体素质 ,拉大了民族地区与内地发达地区的发展差距 ,人力资源成为民族地区经济发展的“瓶颈”。充分利用市场经济机制 ,坚持有效投入 ,实施梯次开发 ,是解决“虹吸现象”的战略途径。
In market economy, mobility of human resources is a key factor in the optimal configuration of such resources. In minority areas, human resources flow in a “double reverse' way, which gives rise to the so-called “siphonage effect', a phenomenon that lowers the general quality of manpower in minority areas and widens the gap between these areas and others parts of China. Thus human resources have become a “bottle's neck' that curbs the economic development of minority areas. A strategy for overcoming this is to give full play to the market economy mechanism by making inputs more effective and development more stratified.
