This paper Summarizes the author's achivements in scientific research on methodology and aided tools for developing MIS.These should include the popular methodologys at abroad in the 1980s and the metodology which is suitable to our county,overall data plan of MIS,new structured design method,data management,Serial and layered tools,management of MIS construction and combination of two types of personnels(developer and user).
