通过对浦东新区部分中学贯彻实施《学校体育工作条例》情况的调查验收，分析其主客观制约因素、在此基础上，提出保证《学校体育工作条例》全面实施的具体对策建议。

By the statistical figures of implementing <The Rules of School Physical Education> in Pu Dong Newly Developed Area, this paper analyses all kinds of restric- tive facts on subjectivity and objectivity. On this basis, the appropriate countermea- sures are put forward in the present paper.
