摘要
国有企业缺乏严格的监控机制和国企经营者缺乏动力激发机制是制约国有企业生死存亡的关节点。因此,对国有企业实行“专业化领导”和“财务托管”,对其经营者实行“竞选雇佣制”和“高薪买断制”是深化国企改革的重要突破口。
Lack of strict supervising mechanism in state-owned enterprises and lack of motive-stimulating mechanism in managers of state-owned enterprises are key points that decides the life or death of state-owned enterprises. To carry out 'specialized leadership' and 'trusteeship of financial affairs' in state-owned enterprises and to implement 'system of election and employment' and 'system of high salary in employment' to managers will be important breakthroughs in deepening the reform of state-owned enterprises.
