摘要 我国的化工园区现已达 60 多家,分为大型石油化工型、精细化工型、城市搬迁型和 老企业扩张型四种类型。化工园区的建设与发展对于促进产业结构调整、提升生产技术水平、改善 投资环境、引进外资、发展区域经济、探索和实践新型管理体制和运行机制等,具有积极的作用。但 是,目前我国化工园区建设不同程度地存在园区建设过多、过滥,定位不准确、特色不突出、缺乏 统一规划、做表面文章等问题。借鉴国外化工园区建设的经验,对发展我国的化工园区提出以下建 议:(1)园区建设应有生产所需的水源,便捷的交通,一定的自净能力等必备条件;(2)园区规划 强调科学性、可操作性和前瞻性;(3)实行准入制度,选择产品新、效益好、科技含量高的项目;(4)合理布局,避免资源浪费和无序竞争;(5)在起始阶段就应强调特色化、个性化;(6)招商引 资注意内外资兼顾;(7)加强园区的服务与监管。 China currently has more than 60 chemical parks around the country, which are of four types - the large-scale petrochemical type, the elaborate chemical type, the 'moved-out-of-urban- area type' and the expansion of old enterprises. Construction and development of chemical parks has played an active role in the promotion of the structural adjustment of the industry, modernization of production technology, improvement of the investment environment, introduction of foreign capital, development of the regional economy, and experimenting with new-type management systems and operation mechanisms. However, there are still some problems in the construction of chemical parks, such as redundancy, low quality, and uncertainty about orientation, as well as lack of clear design and unified planning. Based on the experience of foreign countries in construction of chemical parks, the following suggestions are made for the development of chemical parks in China. (1) Water resources necessary for production must be available for chemical parks with convenient transport conditions. (2) Planning of chemical parks should be based on science, practicality and future prospects. (3) An evaluation system should be adopted to select new product projects and ensure good performance and high technological content. (4) A rational national layout for chemical parks should be established to avoid waste of resources and unevenness in competition. (5) Individual characteristics of parks should be highlighted in the preliminary stage. (6) Both domestic and foreign capital should be sought for investment. (7) Efforts should be strengthened for service and supervision of the parks.
