On dams and ecology

'大坝与生态'是人与自然和谐相处中的一个重要课题,现在社会上对这个问题很关注,争论也比较多.在此我谈四个方面的认识.

Dams and Ecology' is an important issue relating to the harmonious coexistence between man and nature. In general, dam construction may have impacts on the ecology in eight aspects: population resettlement, sedimentation and river channel, atmosphere, change of water body, fish and biological species, cultural heritage and landscape, geological hazards and dam breaks. The impacts of a dam may also vary according to different rivers or river sections and dam sites, which requires solutions most fitted to the specific situation. Water engineers must pay due attention to ecological problems associated with development of hydropower, have a correct view on the relationship between development and ecology based on scientific assessment of the impacts a dam may have on the ecology, and properly handle the present problems under the guidance of the scientific concept of development and of the concept of harmony between man and nature, in order to ensure rapid and healthy development of China's water resources and hydroelectric power.
