Chinese Decision-Making in Three Military Actions across the Taiwan Straits

195 0年代及 1 990年代 ,中国人民解放军曾经三次在台湾海峡地区采取军事行动 ,这些行动从本质上讲都是中国政府不断追求国家最终统一过程中的特殊阶段和特殊方式。不同时期发生的三次军事斗争各有其具体目的和作用 ,而历次决策则存在着一些共同的特点 ,如决策目标的多样性、有限性和政策调整的随机性 ,由此导致了决策过程相当复杂。从更广泛的角度看 ,三次台海军事斗争都是在中美关系恶化或很不稳定的情况下发生的 ,中国的决策都含有对美国的政策做出反应的成分。

The three military actions across the Taiwan Straits by the PLA in the 1950s and the 1960s were, by nature, special means employed in special stages of the Chinese government's unwavering pursuit of national reunification. From a wider perspective, all three were reactions of the PLA to America's China policy at each stages: all of them occurred when the Sino-US relations deteriorated or staggered. Despite varying purposes and outcomes, decision-making in each case shared some common ground: diversity and limitedness of objectives, and randomness in policy adjustment, among others. These led to quite complex decision-making processes.
